Get services from the Registration Department, online in Kerala

E-mail

Tvm: As part of the UDF Government’s 100 days programme in Kerala, the Minister for Food & Civil Supplies, Registration, & Consumer Protection, Shri T M Jacob today launched the online services of the Registration Department at the Sub-Registrar office at Muttada in Thiruvananthapuram. From today, applications for Encumbrance Certificate, Registration Copy (title deed), and Special Marriage Act will be accepted online across 310 Sub-Registrar offices in Kerala.

Inaugurating the service, the Minister said, “This is an effort by the Government to make the Registration Department more citizen friendly and this project is the first step towards total computerisation of the Department. The next target is to issue the Registration of Title deed (Aadharam) and the Transfer of Registry (Pokkuvarvu) documents the same day within the next one year.” He also added that as part of the National e-Governance Programme, all the 310 Sub-Registrar offices in Kerala will be networked and all the records and documents will be put on a common server at the State Data Centre. This will help any Sub-Registrar office to access any land record across Kerala.

The Minister also inaugurated the online registration for new Partnership Firms and Charitable Societies through EGROOPs (Electronic Governance for registration of Partnership Firms and Societies) website (egroops.kerala.gov.in)

Talking to Kerala IT News, K J Sharath Chandran, Sub-Registrar, Muttada said, “As of now the fees for the service will be intimated by email and the amount including postal charges will have to be sent by Money Order as it will take some more time for the e-Payment services to be launched. The certificate or copy will be despatched by post the next day.”

Applicants can access the Registration Department website (keralaregistration.gov.in) and apply online. The website and the software, PEARL (Programme for Effective Administration of Registration Laws), for the computerisation of the Department have been developed by NIC, Kerala.

I aapreciate the move of T.M. Jacob, computerising all registeration offices in kerala. All the world have done this steps about 25 years ago but kerala is doing this now only. The government was making a chance to the officers to take bribes from public on this departments. Even now and until your bring 100% Transprancy the said bribe will be there. I suggest all the goverment officials have to submit daily production chart everday to their concerned department ministery. This will avoid delays getting work done by these departments.

All you know the suffering of registration officials when first phase computerisation launched in kerala. In the event of computer and its accessories dameged or not working properly, the insisting system for remedy of these difficulties of administration may be studied by the honorable Public. Visit SROs where ever IT launched, you can watch the pathetic situation there..
Whatever it may be this step is appreciable and a great achievement.

What procedure is to be followed if one purchases 37 cents of property (eg- comprised in survey No: 79/22C & 79/23 alloted to one share holder of a family partition deed say-sale deed 2907 SRO. ALPY dt 17-91993) and in the document the extent of property is shown as 73 cents as per previous document prior to partition deed 2338 dt 24-7-1974.The party purchased is aware of the mistake and others are unaware of it. the party can take delivery of only 37 cents. Can the party sell the property without registering a CORRECTED DOCUMENT ? What action can the department take if the matter is brought to their notice?
