Trivandrum: Intelligent Enforcement Automation System for Kerala, a project of the Kerala State IT Mission developed for the Motor Vehicles Department for enhancing the road safety and for detecting and booking the traffic rule violators automatically, has been adjudged as the best project by e-World Jury Choice Awards for ‘Best Initiative for Use of ICT in Public Safety, Security and Disaster Management' category.

The e World Awards 2012 were presented during the e World Forum 2012 held at New Delhi last week. Sabarish K, Mission Coordinator, received the award on behalf of the Kerala State IT Mission. The Award recognizes excellence in adoption of technology in the processes of governance and also showcasing noteworthy innovations towards this end. The e-World Forum is a premier global conference organised annually.

The Enforcement Automation project enables the enforcement of road rules by means of automatic capture of traffic offences  like red light violation, over speeding and wrong direction driving in addition to the 24x7 surveillance using ‘virtual loop’ - a Video Analytics solution with Automatic Number Plate Recognition and utilizing mobile-wireless technologies, Geographical Information Systems (GIS) and Global Positioning System (GPS) technologies.

The solution consists of three core components, viz an outdoor solution which uses IP cameras; offence detection by means of virtual non intrusive loops configured for each  location utilizing a video analytics application with Automatic Number Plate recognition and a GIS and GPS based PDA solution for broadcasting the location of the field officers. A PDA based ‘e-challan’ mobile application which enables the enforcement officers to collect fines and record them digitally on the move - on a real time basis.

The video captured at the junction by the IP Cameras are streamed to the Control room setup and attached to three regional offices to monitor the junctions within its jurisdictional perimeter. This facility could inculcate a new driving culture amongst the drivers, in addition to fetching more revenue to the Government.

Kerala targets encouraging continued use of technology for solving the problems of governance, and for making governments more responsive, effective and citizen oriented. This will help identify habitual offenders and may help in implementing a compounding based fine imposing system, and even cancel the license in due course.
