Tvm: The Kerala State e-Governance Awards 2009 were presented today at the e-Governance Awards Ceremony 2010 held today at the Institute of Management in Government (IMG) today. The list of winners in various categories is given below.

m-Governance
1st Prize: Kozhikode Collectorate for their innovative citizen service ‘Swabhiman’

Local Language Content
1st Prize: General Education Department for the Malayalam Wiki project of IT@School
2nd Prize: Centre for South Indian Studies for developing bibliographic studies in Malayalam

e-Learning
1st Prize: MG University for its digital database of all its Ph.D thesis holdings

e-Payment Services
1st Prize: Commercial Taxes Department for enabling online payment of VAT and KGST

Citizen Services
1st Prize:
a) Kerala Public Service Commission for web enabling all government recruitment
b) Information Kerala Mission for ‘Sevana’, the online registration of Births, Deaths and Marriages

2nd Prize:
a) Commissioner for Entrance Examinations for doing the online seat selection process for admissions to 120 Engineering and 50 Medical Colleges in Kerala 
b) Directorate of Higher Secondary Education for their single window admission process for over 1,400 higher secondary schools in Kerala
3rd Prize: Kerala State Road Transport Corporation for its online ticket booking system

1st Prize: Kerala Tourism Development Corporation for its web marketing portal

2nd Prize: Alappuzha Collectorate for its Nehru Trophy Boat Race website

3rd Prize:

When none of the hundreds of e-mail id given for departments/officials of kerala, I fail to understand as to what sort of e-governance are we having. Please try to send and get a responce to an e-mail to Kannur Collectorate (e-governed district) to realise the estend of wastage of public fund. SHAME. I am sure that even this commend of mine will never see the light. So I am not giving any more details. In case I get any response to this I shall come out with more details.

Mahatma Gandhi University which got First Place in Kerala State E-Governance Awards for E-learning, boasts the pioneering position in the country to offer its entire research dissertations on line with facility for full text viewing.

Universities play a crucial role in generation and application of new knowledge through research. In India over Rs. 3000 crore is invested annually for doctoral research at about 450 universities and laboratories which produces over 30,000 dissertations per year. If this research is to be beneficial to the society its findings should contribute to economic and political development resulting in social changes. Unfortunately results of this public funded research have become hardly useful to society and for further research due to lack of access. Duplication and plagiarism in research prevail due to lack of exposure to the research already done. This seems to be a continuing phenomenon even though advancement in ICT has made excellent means to provide access to the results of research. Even though UGC has made various attempts during last decade to develop such archives at Indian universities and devised various instruments for that only MG University has come forward adopting UGC recommendations in this regard till now. The MGU archive was formally launched in 9th November 2008 by HE Dr. A.P.J Abdul Kalam, the former President of India stating that ‘the project is an important step towards the democratization of knowledge and that he was sure the model of digital archives created by MG University will be emulated by other Indian universities leading to transparency in the education system’.
