Trivandrum: With the issue of over 10 Lakh digital certificates to applicants in less than two years since the launch of ‘e-District Kerala’, a State Mission Mode Project under the National e- Governance Plan which was implemented in Kannur and Palakkad districts, Kerala has added yet another feather in its e- governance initiatives.
The achievement is significant, while comparing the state of affairs in other 35 districts across the country which was also selected alongside Kannur and Palakkad for implementation of the pilot phase project.
The Kerala State IT Mission (KSITM) is the Implementation Agency of the project. The advantage of e district applications is that a citizen could submit applications online anytime and even on holidays, for the permissible services. All certificates are issued through the e-District portal which includes Digital Signature of the concerned issuing officer. The State has issued a Government Order endorsing the validity of digitally signed certificates and confirming its acceptance. 23 Revenue Certificates have been already made available online in the first phase. 43 more citizen-centric services from nine other departments will also be made available through the e-District portal, soon.
e-District proposes integrated, seamless, and online delivery of citizen services at the district level through automation of work flow, backend digitization, integration and process redesign. This project aims to target high volume services delivered at the district level and to undertake back-end computerization to enable the delivery of citizen services through Akshaya. The Government has implemented the pilot e-District project with the vision of making all Government services accessible to the common man in his locality, through Akshaya outlets and to ensure efficiency, transparency & reliability of such services.
The project was kicked-off in June 2008 and the pilot phase of e- District in Kannur was launched in December, 2010 and in Palakkad in February, 2011. The e-District application has been developed by the National Informatics Centre (NIC), conforming to the policies and standards defined.
All Village Offices and Taluk Offices in each district have been connected through a web enabled system. The State Data Centre developed and maintained by KSITM is the soul centre for storing all relevant details and digital documents related to each application. All the services in the project are made available via Free & Open Source Software under the support and guidelines by NIC. KSITM has also established a separate web portal for centralized monitoring of day-to-day updations and progress of the project.
